Files reach your desk complete and unsigned. The money exists, the rule is clear, the citizen is eligible — and still the file sits. That silence is the Inaction Gap, and it is not free. It charges a Fear Tax — roughly two per cent of GDP a year nationally — paid by the people whose names are on the files. As DC you are, in the book's words, the one officer who can actually fix it, with the levers no desk officer holds.

Every file carries three numbers — Fear × Rule × Friction. You drive them down by installing the C.O.P. architecture as standing orders, and you run the weekly mirror:

Decision Binary (Clarity) — collapses an interpretive Rule into a yes/no.
Ownership + Silent Consent — one named decider and a 7-day clock; ends inter-departmental Friction.
Safe Harbour (Protection) — a good-faith decision is not reopened on outcome alone.
Stage-Tracking — the weekly mirror; the office begins to watch itself (+1 action point, shows your Velocity Index).

New scheme · new rules

VB-GRAM G — the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) — is the law that replaces MGNREGA, passed by Parliament in December 2025 and now rolling out state by state. Headline changes: the work guarantee rises from 100 to 125 days, and Centre–state funding shifts to 60:40 for most states. More money flows through your district, and more accountability lands on your desk.

Its wage rules put the Fear Tax on the clock: (1) a verified wage must reach the worker's Aadhaar-seeded account within 15 days of the muster roll — or stand deemed payable and auto-release, but only if your district has wired the deemed-payment architecture (Decision Binary + Silent Consent). (2) every day past 15, the state owes delay compensation. (3) the Deputy Commissioner is personally accountable for wage velocity. Wire it and VB-GRAM G wages clear themselves on time. Leave them to the legacy chain and the worker borrows at the moneylender's 5% a month — the regressive Fear Tax the book measures.

VB-GRAM G is real — the VB–G RAM G Act, 2025. The 15-day deemed-payment mechanic here is the game's device, built on the 15-day wage-payment norm the MGNREGA regime carried.
